Sefer Rabiyah was written by Rabbi Elyaḳim ben Yehudah ha-Milzahgi (in Hebrew רבי אליקים בן יהודה המילזאהגי; acronym is 'ראביה'). Sefer Rabiyah discusses the writings of Leopold Zunz and Solomon Judah Leob Rapoport.
Leopold Zunz (1794-1886) was a German scholar, co-founder of the Verein für Kultur und Wissenschaft der Juden (The Society for the Culture and Science of the Jews), and author. His first great work was Gottesdienstliche Vorträge der Juden (1832), i.e. a History of the Sermon. Solomon Judah Leob Rapoport (1790-1867) was a Galician rabbi and Jewish scholar. In 1824 he wrote an article for Bikkure ha -'Ittim on the independent Jewish tribes of Arabia and Abyssinia. This gained him recognition in the scholarly world and friendship, especially from S.D Luzzato.
This copy has the ownership stamp and signature of Jacob hamburg [Schmigel?]. The title page also has an inscription in Hebrew and Latin characters mentions Luzzato:
